WILMINGTON, MA — At Monday night’s Board of Selectmen Meeting, Town Manager Jeff Hull provided an update on the town’s search for its next Finance Director/Town Accountant.The search has faced some challenges as one of the two original finalists withdrew her name. The screening committee then decided to re-advertise the position to seek additional applicants.“It’s a real struggle in Massachusetts to get individuals who are qualified in municipal finance positions,” began Hull. “The fact that we had only 11 applicants during the first go around and 9 applicants the second time, many having no experience, just goes to show you the challenge we face in replacing some of these key positions.”The screening committee — which consist of the soon-to-be-retiring Town Account Mike Morris, Town Manager Jeff Hull, Assistant Town Manager Kerry Colburn-Dion, and Selectman Jonathan Eaton — identified two finalists.The two finalists are Jennifer Finnegan — who currently serves as the Town Treasurer/Collector for the Town of Tyngsboro — and Bryan Perry — who currently serves as the City Auditor for Lowell.Selectmen will interview both candidates on Wednesday, May 15, 2019, beginning at 6:15pm, in Town Hall’s Room 9. Expressing its resentment at the role of the National Human Rights Commission (NHRC), the High Court on Wednesday said the state agency is not performing the duties bestowed upon it as per the law, reports UNB.”We’re saddened that the commission hasn’t moved the higher court for a single time although its orders were repeatedly violated,” the bench of justice Sheikh Hassan Arif and justice Rajik-Al-Jalil said while hearing a writ petition over the torture of domestic help Khadija in Mirpur.The court said the NHRC only files reports whereas human rights are violated. “This is not its job. The commission might move the High Court if its orders are not implemented. But they haven’t come to the High Court till today. This is a serious violation of the law. We’re very shocked that the human rights commission is not performing its duties.”It said issuing orders one after another without taking any effective step over the torture of the domestic help manifests human rights commission’s irresponsibility.On 9 January last, the High Court issued a rule asking the authorities concerned to explain as to why the failure of the NHRC to provide appropriate remedy for incidents of human rights violations should not be declared illegal.The court had also directed the home secretary to submit a report within 30 days explaining why no action was taken about the torture of domestic help Khadija on 9 December 2013.Children Charity Foundation sent a letter to the NHRC to take necessary legal steps against the torture on Khadija.During investigation, the NHRC found that the domestic help was tortured after being confined to her employer’s house and she was made to starve. However, police hid all the information and did not record any case in this regard.Later in 2014, the National Human Rights Commission sent a letter to the home secretary to take action in this regard after investigating the allegation brought against police.Although it wrote 18 times till 2018, no action was taken till the date, Halim said, adding that although the NHRC can identify the cases of human rights violations, it cannot provide any remedy to this end.

Coalition to release a radio ad encouraging Marylanders to call 211 for information about their health insurance eligibility.The ad begins with a fictional sportscaster running down some of Jones’s numbers from the 2014 season, and asking the centerfielder which of those numbers is most important.“It’s 211,” Jones answers, and when asked what’s important about that number, Jones replies, “On the telephone, you can now call 211 for help with health insurance.”According to Vincent Demarco, a spokesperson for Maryland Health Care for All!, the coalition is comprised of more than 750 faith, community, labor, and health care groups.“The Maryland health exchange is working very well,” Demarco told the AFRO. “Over 190,000 people have enrolled since Nov. 15, and our goal is that every Marylander who’s eligible for health care under the Affordable Care Act gets enrolled.”Demarco said the coalition has been working on the healthcare issue since 1999, and that it has sought to educate Marylanders about the Affordable Care Act since its passage in 2009. Since approximately 1990, it has been relatively easy to measure sea level height across the planet because of advances in satellite technology. Prior to that time, as the researchers note, it was much more difficult due to a variety of factors such as gravity, land rising and sinking, wind patterns, etc., using tide gauges placed at sites around the world. In this new effort, the researchers have attempted to gain a better understanding of sea level changes during the 20th century prior to the use of satellite technology.To create a better record, the researchers collected tide data and combined it with factors that are known to have caused changes in sea levels, such as shifts in land masses, regional events such as weather changes and, of course, runoff due to melting of glaciers and northern ice. They used all the data they had collected to create a model depicting sea levels in various parts of the world over the past 100 years, and then used the model to calculate the rate at which sea levels were rising on average over the same time frame. As expected, the model showed a rate of 3.1 millimeters per year since 1990, which agrees with satellite reports. But the model also showed that before 1990, the average rate was just 1.1 millimeter a year, which is significantly less than other models have shown. These numbers suggest that sea levels have been rising much faster since 1990 than other models have shown, in some cases up to three time faster.The accelerated rise is believed to be due to more runoff from mountain glaciers, expansion of ocean waters due to warmer water temperatures, and melting of ice in the northern and southern parts of the planet—all due to global warming. Here we present a 20th-century GMSL reconstruction computed using an area-weighting technique for averaging tide gauge records that both incorporates up-to-date observations of vertical land motion (VLM) and corrections for local geoid changes resulting from ice melting and terrestrial freshwater storage and allows for the identification of possible differences compared with earlier attempts. Our reconstructed GMSL trend of 1.1 ± 0.3 mm⋅y−1 (1σ) before 1990 falls below previous estimates, whereas our estimate of 3.1 ± 1.4 mm⋅y−1 from 1993 to 2012 is consistent with independent estimates from satellite altimetry, leading to overall acceleration larger than previously suggested. This feature is geographically dominated by the Indian Ocean–Southern Pacific region, marking a transition from lower-than-average rates before 1990 toward unprecedented high rates in recent decades. We demonstrate that VLM corrections, area weighting, and our use of a common reference datum for tide gauges may explain the lower rates compared with earlier GMSL estimates in approximately equal proportion. The trends and multidecadal variability of our GMSL curve also compare well to the sum of individual contributions obtained from historical outputs of the Coupled Model Intercomparison Project Phase 5. This, in turn, increases our confidence in process-based projections presented in the Fifth Assessment Report of the Intergovernmental Panel on Climate Change. December 3, 2007 We continue our report from 11/30/07 of interior construction on the first floor in the back apartment of Unit 10 of the East Crescent. The walls in the small bathroom were finished with a water-proof drywall sheeting. Sheet edges and fastener heads have been mudded and painted with water-proof coating. Construction crew leader Melissa Soluski works on one of several layers of the shower pan. [Photo & text: sa] The shower base is built in three layers. A pre pan of deck-mud, a concrete mortar, is spread on the concrete surface and molded into the shape of the shower pan, with a slight slope towards the shower drain. A CPE vinyl membrane is spread over this layer. The membrane comes up on all three walls and is folder over the step of the pan. Once this vinyl layer has been tested for any leaks, Melissa installs a layer of wire mesh. [Photo & text: sa] Another layer of deck-mud is poured, which is reinforced by the wire mesh. Localised versions of the format will launch in EMEA, Asia Pacific and Latin America.The World’s Most Amazing Dog will also arrive on the platform, in partnership with The Dodo.
